Three men have been indicted on charges of child rape, conspiracy and kidnapping by an Anderson County grand jury.
The suspects are identified as Brandon James Campbell and Richard Bradley Howe of Oak Ridge and Jacob Tate of Knoxville, all 20 years old.

All three face felony charges of rape of a child, especially aggravated kidnapping, aggravated sexual battery and conspiracy to commit child rape. The men were indicted on March 7th. Howe has been in custody at the Anderson County Jail on unrelated charges since February and as of Thursday morning, Tate, who was arrested March 13th, remains in custody on a $100,000 bond. Campbell was also arrested Monday but released Tuesday after posting $100,000 bond.

Court records indicate that Campbell allegedly picked up a girl under the age of 13 years old from Tate at an Oak Ridge restaurant in February of last year and took her to Howe’s house for the “purpose of kidnapping and raping her.”

The Oak Ridge Police Department was aided in its investigation by the Department of Children’s Services and the TBI.
